۱۴ تا ۱۸ اکتبر ۲۰۲۳
با توجه به اینکه (ارجاع به گزارش سال ۲۰۲۲ سازمان عفو بین‌الملل ) بیش از یک سال پیش در ایران، قتل وحشیانه مهسا ژینا امینی، که به دلیل امتناع از پوشیدن حجاب اجباری دستگیر شده بود، منجر به قیامی بی‌سابقه علیه نظام سرکوبگر جمهوری اسلامی شد.
از آنجا که از آن زمان، نیروهای امنیتی ایران به‌صورت غیرقانونی از تجهیزات نظامی و گلوله‌های فلزی استفاده کرده تا تظاهرات را سرکوب کنند و صدها مرد، زن و کودک را به قتل رسانده و هزاران نفر را زخمی کرده‌اند.
از آنجا که هزاران نفر به صورت خودسرانه بازداشت شده و یا به صورت ناعادلانه و صرفا بخاطر استفاده مسالمت آمیز از حقوق بشر خود تحت پیگرد قانونی قرار گرفته اند.
ضمن استقبال از اعطای جایزه صلح نوبل به نرگس محمدی، فعال ایرانی زندانی در ۶ اکتبر ۲۰۲۳، ما از به رسمیت شناختن کمپین او برای حقوق زنان، دموکراسی و علیه مجازات اعدام استقبال می کنیم.
از آنجا که گزارش اتحادیهِ همکاران ما به تاریخ آگوست ۲۰۲۳ (نامه‌ی اتحادیه آزاد کارگران ایران خطاب به بخش بین المللی اتحادیه‌های کارگری) نقض آشکار کنوانسیون های سازمان جهانی کار و حقوق کارگران را نشان می دهد.
از آنجا که این نقض ها شامل حقوق کارگران در خدمات عمومی، معلمان و کارگران از بخش های دیگر است.
از آنجائیکه این نقض ها بدون استثنا فعالیت های کارگری، اعتصابات، تجمعات کارگری و انتشار اطلاعات واقعی را هدف قرار می دهند.
از آنجائیکه همانطور که به ما اطلاع داده شده است، هیئت های کارگری ایران که در جلسات سازمان جهانی کار شرکت می کنند، توسط رژیم ایران انتخاب و به شدت کنترل می شوند.
از آنجائیکه نرگس محمدی همچنان در زندان است. ما خواستار آزادی فوری او و همه فعالان اتحادیه های کارگری و زندانیان سیاسی هستیم.
سی و یکمین کنگره جهانی PSI تصمیم می گیرد که هیئت اجرایی را برای نشان دادن همبستگی موظف نموده و بدین ترتیب:
در بیانیه های کتبی به رژیم ایران روشن کند که
* باید فورا به نقض حقوق بشر شهروندان پایان دهد.
* باید از حقوق کارگران، به ویژه آزادی انجمن و حق مذاکره جمعی محافظت کند.
* به دلیل عضویت در سازمان جهانی کار و سازمان ملل متحد موظف به انجام این کار است
در بیانیه های کتبی به هیئت مدیره سازمان جهانی کار روشن کند که
* این سازمان باید اعزام یک تیم تحقیقاتی به ایران و بررسی وضعیت از نقطه نظر احترام و حمایت از حقوق بشر و کارگران را در نظر بگیرد.
*این سازمان با رژیم ایران بر سر مسیر پیشرفتِ مواردی که در بالا ذکر شد و در یک بازه‌ی زمانی معین به توافق میرسد.
* این سازمان عضویت ایران را در صورتی که پس از انقضای توافق و بازه‌ی زمانی آن، هیچ بهبودی ایجاد نشده باشد، دوباره بررسی میکند.
*این سازمان تضمین میکند که نمایندگان کارگران ایران در جلسات سازمان جهانی کار باید کسانی باشند که بتوانند آزادانه و مستقل صحبت و مذاکره کنند.
*این سازمان با اتحادیه آزاد کارگران ایران مشورت میکند تا مشخص گردد که این امر در آینده نزدیک واقعاً اتفاق می‌افتد و خواهد افتاد.

Emergency resolution Iran PSI 31st World Congress
The PSI 31st World Congress, 14-18 October 2023
Considering (referral to the Amnesty International 2022 report)
That in Iran more than a year ago the brutal manslaughter on Mahsa Jina Amini, arrested because of her refusal to wear her headscarf in the prescribed way, led to an unprecedented uprising against the repressive Islamic Republic system.
That Iran security forces since then have unlawfully fired live ammunition and metal pellets to crush protests, killing hundreds of men, women and children and injuring thousands.
That thousands of people have been arbitrary detained and/or unfairly prosecuted solely for peacefully exercising their human rights.
Welcomes the award of the Nobel Peace prize to imprisoned Iranian activist Narges Mohammadi. She won the Nobel Peace Prize 6 October 2023. We welcome the recognition of her campaigning for women’s rights, for democracy, and against the death penalty.
That a report of our colleague union dated August 2023 shows us blatant violations of ILO conventions and worker rights.
That those violations include the rights of workers in public services, teachers and workers from other sectors.
That those violations are without exception targeted at labor activities, strikes, worker gatherings and the dissemination of factual information.
That as we are informed, workers delegations that visit ILO meetings are strictly regulated and controlled by the Iranian regime.
That Narges Mohammadi remains in prison. We call for her immediate release and of all trade unionists and political prisoners
Decides to direct PSI’s Executive Board to show solidarity on behalf of the 31st World Congress and thus:
Make clear in written statements to the Iranian regime that
*it should end violating the human rights of its civilians immediately
*it should protect workers rights, more specifically the freedom of association and the right to collective bargaining
*it has the obligation to do so because of its membership of the ILO and UN
Make clear in written statements to the ILO board that
*It should consider sending a research team to Iran and investigate the situation from the point of view of respect and the protection of human – and workers’ rights
*It agrees with the Iranian regime a path of improvement with a time frame attached
*It re-considers the membership of Iran in case that after the expiration of the agreement and its time frame, no improvement has been established
*It ensure that Iranian workers representatives at ILO meetings have to be those that can be able to speak and negotiate freely and independently
* That it check with the Independent Iranian Workers Union if that indeed is and will be the case in the near future
